World Chess Federation Government House, 358000 Elista, Kalmykia Care of Mr Kirsan Ilyumzhinov, President December, 1, 2004 Dear Mr President, I am sending you this letter to enquire whether it would be possible for stateless persons to enter your Federation under the flag of the United Nations. The 1954 Convention on the Status of Stateless Persons establishes our status in a less than clear way, and does not allow us to acquire citizenship of any country. Stateless persons are therefore a section of society who are often discriminated against and whose fundamental rights are not respected, e.g. citizenship rights and others. The Latvian Republic is a clear example of this kind of discrimination. Considering this situation, I hereby ask you whether it would be possible for the next FIDE congress to consider the following points: 1. admission of stateless players to the FIDE ratings under UN flag; 2. permission for a team of stateless players to participate in the Olympiads. I do hope that as President of an organisation whose motto is gens una sumus, you will understand the importance of this problem.
